Comments

Madagascar's wartime fractional notes of 1916 were a direct response to the acute small-change shortage that gripped French colonial territories when metal coinage was diverted to the war effort in Europe. The quarter-franc denomination is the smallest in this emergency series, and its practical purchasing power in rural Madagascar at the time was meaningful — these circulated hard.

Issued under the authority of the Gouvernement Général rather than a commercial bank, which was itself unusual for French colonial paper of this period.
