Albanian Chamber of Commerce emergency notes from the early 1920s are among the rarest locally-produced fiscal paper in the Balkans. Berat's chamber issued this fractional note during a period when Albania's monetary system was still unresolved — the country had no central bank until 1925 and no stable national currency, leaving provincial commercial bodies to fill the gap with their own fiduciary instruments.
The printer, Satyp. Dhori Koti in Korçë, was a small Albanian typographic press, not a specialist security printer. The technical limitations show in surviving examples.
