The 0 Euro souvenir series was launched in France in 2016 as a licensed novelty programme, with Oberthur Fiduciaire producing the notes to genuine banknote specification — security paper, watermark, correct dimensions — while the face value of zero renders them legally non-monetary. The Herkules referenced here is the baroque cascade fountain completed in 1717 at the Bergpark Wilhelmshöhe in Kassel, making 2017 its tercentenary. The park was inscribed as a UNESCO World Heritage Site in 2013.
