The EuroSouvenir program was launched in 2012 as a licensed collectible format, authorized by the European Central Bank under strict conditions — the notes are legal non-tender, meaning they cannot circulate as currency but must carry genuine euro-format security features. Oberthur Fiduciaire, one of the few private security printers with ECB approval to produce them, handles the bulk of the series from its French facilities.

This edition marks the 745th anniversary of Mělník, a Bohemian town at the confluence of the Vltava and Elbe rivers, historically significant as a royal estate under the Přemyslid and Luxembourg dynasties.
