The EuroSouvenir program, administered under license from the European Central Bank, permits commemorative zero-denomination notes to circulate as legal collector items — not legal tender — across participating tourist and cultural venues. This example, marking 75 years since the liberation of the Netherlands and the end of the Second World War in Europe, was released in 2020, the anniversary year itself delayed in public observance by the pandemic.
Oberthur Fiduciaire produced the note on genuine banknote paper with security features intact, which is precisely what distinguishes the series from novelty reproductions.
