The Euro Souvenir program, administered under license from the European Central Bank, has produced commemorative zero-denomination notes since 2015 — legally valid in design compliance but carrying no monetary value by definition. Oberthur Fiduciaire prints the entire series, applying the same security substrate and production standards used for circulating euro issues, which is the whole point: these are not novelty items off a desktop printer.
The 750 designation marks Amsterdam's 750th anniversary of city foundation, traditionally dated to 1275 when Count Floris V granted toll privileges to settlers at the Amstel dam.
