The 0 Euro souvenir program was launched by EuroSouvenirs in 2015, with Oberthur Fiduciaire producing the notes to genuine banknote specification — cotton substrate, watermark, hologram strip — to satisfy European Central Bank requirements for using the euro format without constituting legal tender. The zero denomination sidesteps monetary regulation entirely.

Andrzej Fischer (1946–2022) was a Polish sports journalist and commentator, longtime voice of Polish athletics broadcasting. His connection to the Museum of Sports and Tourism in Warsaw made him a logical subject for this institutional issue. Designer Małgorzata Pławecka-Jasek handled several notes in the Polish souvenir euro series.
