The zero-euro souvenir note program launched in France in 2016, with Oberthur Fiduciaire in Rennes producing the entire initial run under license from the European Central Bank, which permits reproduction of euro-style notes provided they carry a face value of zero and cannot be mistaken for legal tender. The Train à Vapeur des Cévennes, running between Anduze and Saint-Jean-du-Gard through the Gardon valley, is one of France's better-preserved narrow-gauge steam railways, originally part of a mining and agricultural network before tourist operators revived it in 1964.
These notes sold faster than initial stock projections at many sites — the Anduze issue reportedly sold out within its first season.
