The zero-euro souvenir note program launched in France in 2015, with the Arc de Triomphe among the inaugural subjects issued through the Centre des Monuments Nationaux. These notes are printed to full De La Rue-specification security standards — genuine intaglio printing, embedded security thread, UV-reactive inks — making them among the most expensively produced collectibles ever sold as pure souvenirs. Oberthur Fiduciaire brought the same production discipline applied to circulating currency.

They have no legal tender status anywhere, a fact the ECB was careful to establish before the first notes shipped to tourist sites.
