The EuroSouvenir program issues these zero-denomination collector notes under a licensing arrangement with the European Central Bank, which granted permission for the euro design format to be used for commemorative purposes provided no face value is assigned. Oberthur Fiduciaire, one of the major security printers supplying actual euro banknotes to several eurozone central banks, handles production — so the physical print quality and security substrate are not decorative approximations but genuine banknote manufacturing.
