Belgium's beer culture was inscribed on UNESCO's Intangible Cultural Heritage list in December 2016, and this Eurosouvenirs issue followed within two years — a notably fast turnaround for a commemorative of this type. The zero-euro souvenir format was introduced around 2015 and is printed under genuine euro-series security specifications by Oberthur Fiduciaire, the same contractor responsible for actual circulating euro banknotes for several member states. That means the paper, the UV-reactive ink, and the embedded security thread are all functionally identical to legal tender — the denomination is simply the one thing that makes it worthless to a central bank.
