Euro Souvenir notes are a licensed collector series issued under official agreement with the European Central Bank, which permits the use of euro banknote design elements on items explicitly valued at zero — a legal workaround that keeps them outside the definition of currency while retaining the visual grammar of the genuine article. Oberthur Fiduciaire, one of the few security printers authorized to produce them, applies the same intaglio and offset techniques used on circulating euro notes.

Betliar is a village in eastern Slovakia known for its 18th-century manor house and English-style park — an unremarkable regional tourism subject, which is precisely the point. The series sells through local attractions, and the subject matter is chosen by the venue, not the printer.
