The 0 Euro souvenir note program was launched in 2015 by a French company, Euro Souvenir SAS, which licenses the Euro banknote format from the European Central Bank for commemorative use. They carry no monetary value and are not legal tender anywhere, but they are produced to genuine banknote specification — Oberthur Fiduciaire uses the same security paper and holographic strip technology applied to circulating Euro issues, which is precisely what justifies the retail premium these fetch at tourist sites.
Burgos Cathedral, a UNESCO World Heritage Site since 1984, is among the more recognizable subjects in the Spanish-themed releases. The note was sold on-site at the cathedral.
