Zero-euro souvenir notes have been issued commercially since 2015 under a scheme tolerated — if not exactly endorsed — by the European Central Bank, which permits their production provided they cannot be mistaken for legal tender. Euro Banknote Memory, operating under the FEBG umbrella, is among the principal issuers, contracting Oberthur Fiduciaire to apply genuine security features including an embedded thread — the same infrastructure used for circulating currency.
Popeye debuted in Elzie Crisler Segar's "Thimble Theatre" comic strip in January 1929. The character was initially a minor walk-on; his overwhelming reader response turned him permanent.
