The "0 euro" souvenir note program was launched in France in 2015 by Richard Faux under the Euro Banknote Memory brand, initially targeting French tourist sites before expanding to landmarks across Europe. These notes are printed to genuine euro security specifications by Oberthur — watermarks, security thread, UV features — which makes them legally legitimate as collectibles while carrying no monetary obligation on any central bank. The Banque de France explicitly sanctioned the format.
The Casa Batlló issue was among the earliest non-French subjects in the series, reflecting how quickly the program moved beyond its domestic origins.
