The Euro Souvenir program — administered under license from the European Central Bank — permits official-format commemorative notes to be sold at tourist sites across the eurozone and affiliated territories. Monaco's participation is unsurprising given its economic union with France, but these notes carry no legal tender status anywhere, a fact the ECB was careful to establish before the program launched in 2014. Oberthur Fiduciaire, one of the few security printers with the technical clearance to produce ECB-compliant designs, handles the bulk of the series.

Collector demand for early Monaco issues outpaced most other sites in the program's first years.
