The zero-euro souvenir note program, administered by the Union Européenne des Émetteurs de Produits (UEEP) and launched in 2015, occupies a genuinely strange corner of numismatics — legal tender denomination of nothing, issued purely for the collector and tourist market, yet printed to full security-note specification by Oberthur Fiduciaire using the same substrate and anti-counterfeiting features found on circulating euro banknotes. The Choranche grotto issue is among the earliest wave of regional French subjects, the cave system in the Vercors massif having been a tourist draw since the 19th century. Oberthur's involvement lends these an authenticity that cheaper souvenir formats lack.
