Euro Souvenir notes occupy an odd commercial niche — legal tender in denomination only, issued under a European Central Bank framework that permits zero-euro commemoratives as collectibles rather than circulating currency. Oberthur Fiduciaire, which prints genuine banknotes for several African and European central banks, produces the entire series from its Rennes facility using the same cotton substrate and security features found on real euro notes.
The Citadelle de Besançon, a Vauban fortification built from 1668 and later designated a UNESCO World Heritage Site, was among the earlier subjects in the French souvenir note program.
