EuroSouvenir's federal states series was produced under license from the European Central Bank, which granted permission for zero-denomination collector notes provided they meet the same security specifications as circulating currency — same paper, same printing techniques, same Oberthur production standards. The result is a note that is legally not money but physically indistinguishable from it in construction.
Hamburg joined the series in 2021, one of sixteen state-themed releases. Oberthur Fiduciaire's Chantepie facility handles the bulk of euro-format souvenir production for this program.
