The Euro Souvenir program, administered under license from the European Central Bank, permits member-state tourism operators to issue zero-denomination notes as legal collectibles — not legal tender, but printed to full banknote specification on genuine cotton stock by security printers. Oberthur Fiduciaire's involvement ensures the physical object is indistinguishable in hand from circulating currency, which is precisely the point.
Elbląg sits in the Warmia-Masuria region of northern Poland, a city whose medieval core was comprehensively destroyed in 1945 and meticulously reconstructed from historical records in the decades following. The designer credit to Joanna Franczykowska is unusually specific for this series — most Euro Souvenir issues don't name individual designers in catalog data.
