The EuroSouvenir program — coordinated through the European Banknote Memory Organization (EBMO) — licenses regional and cultural themes to local vendors across Europe, with Oberthur Fiduciaire handling much of the print production under strict ECB-approved security specifications. Despite carrying no monetary value, each note must meet genuine banknote production standards to legally bear the euro design format, which is why Oberthur's involvement is unsurprising. "En el portal de Belén" is a traditional Spanish Christmas carol, placing this squarely in the seasonal souvenir releases that have become a reliable collector subcategory since the program's expansion in the late 2010s.
