Euro Souvenir notes are a collector-oriented series issued under license from the European Central Bank, which permits the printing of legal-tender-format 0 Euro notes specifically for tourism and cultural institutions. Oberthur Fiduciaire, the longtime French security printer with roots in the 19th-century Rennes printing house, produces the series to full banknote specification — watermark, security thread, and all — despite the denomination rendering them worthless as payment instruments.
Parque Europa is a theme park in Torrejón de Ardoz, near Madrid, known for its scale reproductions of European monuments. The R. Faille signature is a recurring fixture across the Euro Souvenir program, appearing on issues for dozens of unrelated institutions across multiple countries.
