EuroSouvenir notes occupy a peculiar niche — legal novelties rather than legal tender, issued under a framework established by the European Central Bank that permits zero-denomination collector pieces bearing the euro design language. Oberthur Fiduciaire, one of the major security printers supplying genuine euro banknotes to several EU central banks, produces these on the same high-specification paper lines used for circulating currency, which gives them a tactile credibility their face value of nothing technically warrants.
Hohensalzburg Fortress, begun in 1077 under Archbishop Gebhard von Helffenstein, is among the largest fully preserved medieval castles in Europe — a reasonable hook for the tourist souvenir market these notes explicitly target.
