Dolnośląski Związek Piłki Nożnej is one of Poland's regional football governing bodies, overseeing amateur and semi-professional football across Lower Silesia — a region whose own borders and identity shifted dramatically after 1945 when the area was transferred from Germany to Poland and largely repopulated with displaced Poles. The 0 Euro souvenir note format, commercially developed by Oberthur Fiduciaire after the concept gained traction in France around 2015, allowed regional institutions to issue officially produced, security-printed collectibles without touching any actual monetary authority.
