The zero-euro souvenir note program was launched in France in 2016 by Richard Faille, who correctly wagered that the collector instinct — and the ECB's legal tolerance for denominations with no monetary value — could sustain a commercial novelty market. Oberthur Fiduciaire produced these to full banknote specification, including the security thread and intaglio printing, which is precisely why they sell: the paper feels like real money because technically it is, just worth none of it.

Gérardmer, a lakeside resort town in the southern Vosges, was among the earliest municipalities to license an issue in that inaugural year.
