The Haus der Bayerischen Geschichte — the state museum agency for Bavarian history, based in Regensburg — issued this souvenir note through the European Central Bank's approved zero-euro collector program, which has permitted cultural institutions across the eurozone to commission legal-format novelty notes since 2015. Oberthur Fiduciaire, one of the few security printers licensed to produce them, handles the bulk of the series. The notes carry no redemption value and were never intended to.
