The Route des Baleines — the "Whale Road" — traces the humpback migration corridor along Réunion's west coast, where whales gather seasonally in waters between the island and Madagascar. The souvenir euro program, administered under license from the European Central Bank, permits these notes to carry the legal tender "0 Euro" denomination while remaining purely commemorative and non-circulating by design. Oberthur Fiduciaire, long the primary printer of French overseas banknotes, produces the series with genuine security printing features — UV elements, intaglio — despite the notes having no monetary function whatsoever.
