EuroSouvenir's zero-denomination collector notes are produced under license from the European Central Bank, which controls the design specifications — including the requirement that "0 Euro" appear clearly to avoid any confusion with legal tender. Oberthur Fiduciaire prints the series using genuine banknote security features: UV-reactive inks, microprinting, and an embedded security thread. The notes are technically valueless but legally cannot be refused as novelty items precisely because they carry no face value claim.

The Italia edition joins a catalogue that now numbers in the hundreds of regional and thematic issues, most sold at tourist sites as premium souvenirs.
