The 0 Euro souvenir program launched in 2016 was a commercial initiative driven by UEJC, not any central bank. Notes are legal collectibles but carry no redemption value — the zero denomination is quite deliberate, sidestepping any regulatory obligation under Eurosystem rules. Oberthur printed them to genuine banknote specification, which is part of the appeal: real security substrate, real hologram strip, produced on the same equipment the firm uses for circulating currency contracts.
The Jardin Botanique de Deshaies, located in Guadeloupe, was among the earliest regional attractions to participate. Its inclusion placed an overseas French territory into a program otherwise dominated by metropolitan European sites.
