The 0 Euro souvenir note program, administered through a network of European cultural institutions and printed by Oberthur Fiduciaire, has produced thousands of collector-oriented issues since around 2015. This one was commissioned by the Museum of Sport and Tourism in Warsaw to commemorate Jerzy Kraska — a Polish sports figure whose connection to the museum's collection gives the issue its institutional rationale. Oberthur's involvement means the notes carry genuine security paper and watermarking, which is the whole point: legal-tender format, zero face value, no monetary function whatsoever.
