EuroSouvenir's zero denomination collector notes occupy a legal grey area by design — they carry all the visual hallmarks of genuine euro banknotes and are printed by licensed security printers, yet their face value renders them non-monetary and therefore outside ECB regulatory jurisdiction. Oberthur Fiduciaire, one of the major contracted printers for actual euro production, handles a significant portion of this souvenir series, which gives the paper and hologram quality a credibility that cheaper novelty issues lack.
The 2021 Karneval/Fasching issue targets the German-speaking carnival market, where Fasching celebrations in Bavaria and Austria and the Rhineland Karneval tradition operate as distinct regional phenomena despite the shared theme.
