The 0 Euro souvenir program was launched by the European Central Bank-licensed outfit Euro Souvenir in 2016, exploiting a regulatory oddity: denominations below 1 Euro are not covered by EU counterfeiting law in the same way, allowing private entities to issue legal-look notes for the collector and tourist market. Oberthur Fiduciaire in Chantepie produced these on genuine banknote paper with a security thread and watermark — the same infrastructure used for circulating currency.
Köln am Rhein was among the earliest regional subjects in the program. The souvenir angle is straightforward; what is less obvious is that Oberthur's involvement lent the physical object a material authenticity that most novelty items simply lack.
