The 0 Euro souvenir note program, managed under license from the European Central Bank, allows official-looking collector pieces to circulate freely as legal curiosities — they carry no monetary value but must meet genuine security printing standards. Oberthur's involvement means this note was produced on the same equipment and with the same anti-counterfeiting disciplines applied to real currency, including security thread and UV-reactive inks.
Willem I founded the Nederlandsche Bank in 1814, which gives his appearance on a notionally euro-denominated piece a certain historical logic, however anachronistic.
