The zero euro souvenir note program was conceived by the Paris-based entrepreneur Richard Faille around 2015, with NEAA holding the exclusive contract to produce and distribute them across European tourist sites and cultural institutions. Oberthur Fiduciaire — a serious security printer with central bank contracts — applies the same holographic strip used on genuine euro notes, which gives the series its legal curiosity: the European Central Bank formally authorizes their production precisely because they carry no monetary value and cannot circulate.
Kunsthaus Wien, the Hundertwasser museum in Vienna, is a natural fit for the format. The notes are sold directly at the venue, typically at €2–3 each, making the face denomination the least informative number on the piece.
