Zero-euro souvenir notes are a private collector product, not legal tender, issued under license from the European Central Bank by the Société Européenne de Billets de Banque (SEBD) beginning in 2015. Oberthur Fiduciaire prints them to genuine banknote specification — security thread included — which is precisely the point: they feel authentic because they are produced on the same equipment and substrates used for circulating currency.

The Leonardo da Vinci release was timed to the 500th anniversary of his death in 1519, a commemorative wave that also produced coins, stamps, and exhibitions across France and Italy in 2019.
