The zero-euro souvenir note format was formalized around 2015 by Richard Faille, a French entrepreneur who licensed the European Central Bank's banknote design rights for commemorative use — an arrangement that remains unusual in the history of legal tender imagery. Oberthur Fiduciaire prints the entire series to genuine banknote specification, including the holographic strip, which is not decorative padding but a contractual requirement of the ECB license.
Liège issues have appeared in significant volume; the city and its tourism operators have used multiple releases to target collector demand, which has fragmented scarcity across variants.
