EuroSouvenir's 0 Euro program, administered through licensed tourist vendors across Europe, uses Oberthur Fiduciaire's security printing infrastructure to produce notes that are technically worthless but legally manufactured to EU banknote specifications — same paper substrate, same intaglio printing, same security thread. Hungary is not a eurozone member and has no obligation to ever adopt the currency, which gives the "Magyarország" designation an odd quality: a sovereign nation rendered as a souvenir theme on a currency it does not use and may not use for years, if ever.
