The 0 Euro souvenir note program, administered through licensed European vendors and printed by Oberthur Fiduciaire, has produced hundreds of collector issues since the format gained traction around 2015 — this one issued by the Museum of Sport and Tourism in Warsaw honors Marek Kusto, a Polish sports figure commemorated through the museum's series. These notes carry no legal tender status anywhere and are sold directly to collectors, typically at a markup of several euros above face value.

Oberthur's involvement lends the physical object genuine security printing credentials — cotton substrate, watermark — which is the point. The format trades on the tactile authority of real currency.
