The Mémorial Alsace-Moselle at Schirmeck opened in 2005 to document the singular legal status of Alsace-Moselle under German annexation and its consequences through two world wars — including the forced conscription of Alsatians into the Wehrmacht, a subject long suppressed in postwar French public memory. The zero-euro souvenir note program, administered through the European Central Bank's licensed framework, has made Oberthur Fiduciaire the dominant printer for these collector issues since the format launched around 2015.
