The 0 Euro souvenir note program, administered under EuroSouvenir and printed by Oberthur Fiduciaire, operates under a formal agreement with the European Central Bank permitting the use of the euro visual identity on non-legal-tender collector items — an unusual carve-out that has allowed hundreds of regional and touristic subjects across the continent to appear on technically "euro-format" paper since the program's launch around 2015.
