The EuroSouvenir programme, managed under licence from the European Central Bank, authorises the production of zero-denomination collector notes that carry the visual language of legal tender without actually being any. Oberthur Fiduciaire, one of the few security printers with the ECB approval to produce them, handles the full run from its French facilities. The notes have no face value and no redemption rights — their status as "euros" is entirely ceremonial, a deliberate quirk of the licensing arrangement.

Miniatur Wunderland in Hamburg is the world's largest model railway exhibition, a fact that makes it one of the more defensible subjects in the souvenir note series.
