The 0 Euro souvenir series, produced by Oberthur Fiduciaire under license from the European Central Bank, has operated since 2015 as a collector vehicle with no monetary function whatsoever — legal to produce precisely because it claims no face value and cannot circulate as currency. The Musée National de la Marine edition fits squarely within that commercial framework, one of hundreds of institutional tie-ins issued annually for museums, landmarks, and heritage sites across Europe.

Oberthur's involvement gives the physical note genuine security printing credentials, including the holographic strip, which is more than most novelty items can claim.
