The 0 Euro souvenir note program, administered by the Union Européenne des Articles de Voyage (UEAV), has operated since 2015 as a licensed collectible printed to European Central Bank dimensional and security specifications — including genuine intaglio printing by authorized security printers. Oberthur Fiduciaire's involvement lends these pieces the same production pedigree as circulating French issues, which is the point: the tactile and visual authenticity is deliberate, not decorative.
