The "0 Euro" souvenir note format was launched in France in 2015 by the UEBP as a collector-oriented product — legal in manufacture because a zero-denomination instrument carries no monetary value and therefore requires no central bank authorization. Oberthur Fiduciaire printed the series using genuine banknote paper with a UV-reactive security strip, which is precisely why these notes feel convincing in hand despite having no transactional purpose.
The Orcines edition references the commune at the base of the Puy de Dôme volcano in the Auvergne — the site draws roughly 400,000 visitors annually, making it a natural early candidate for the tourist-souvenir series.
