The 0 Euro souvenir note series was formalized under agreements with the European Central Bank, which permits the production of these pieces provided they cannot be mistaken for legal tender — the zero denomination ensures that. AGAB coordinates licensing for hundreds of these issues, which are printed by Oberthur Fiduciaire to the same technical specifications as genuine Euro banknotes, including the same security thread, hologram strip, and watermark construction.
A Pope Francis edition carries some commercial logic: the Vatican does issue its own Euro coinage under a treaty with Italy, but produces no banknotes. This piece fills that gap for collectors.
