EuroSouvenir's zero-denomination program launched in France in 2015 as a collector novelty with no legal tender status — Oberthur Fiduciaire produced them to full banknote security specifications anyway, including the paper substrate and print quality normally reserved for circulating currency. The Catacombes de Paris issue was among the earliest in the series, tapping the site's status as one of the most visited paid attractions in the city.
Oberthur's involvement is notable: the Tours-based printer has produced genuine circulating notes for dozens of central banks, and the manufacturing standards applied here are indistinguishable from the real thing — a deliberate choice that justified the collector price point from day one.
