The zero euro souvenir note program launched in France in 2016, with Oberthur Fiduciaire producing the first run of tourist-site issues. These carry genuine security features — including a watermark and security thread — because Oberthur is a licensed currency printer and the notes are manufactured to banknote specification, even though they have no monetary function and will never be legal tender. The European Central Bank formally permits their production, provided the zero denomination is clearly stated.

Collectors drove the initial print runs to sell-out within weeks at many sites, forcing second printings before the year was out.
