The "0 Euro" souvenir note series launched in France in 2015, with Oberthur Fiduciaire producing the first wave of issues under license from the European Central Bank — which technically permits the reproduction of euro designs for commemorative purposes provided no face value is implied. The zero denomination is the legal workaround. Euro Souvenir, the French company behind the program, distributed these through tourist outlets and museum shops, and the Champs-Élysées issue was among the earliest and highest-volume releases in the series.
Oberthur printed these on genuine banknote paper with security features intact, which has led to periodic confusion at retail checkouts.
