The zero-euro souvenir note program, administered by the Union Européenne des Agences de Change, has no monetary value and no legal tender status — it exists purely as a collectible, sold directly to tourists at face prices set by individual vendors. Oberthur Fiduciaire prints them to the same security specifications as genuine euro banknotes, including intaglio printing and embedded security threads, which is either clever marketing or an expensive way to sell a bookmark, depending on your perspective.
The series format was formalized around 2015 and has since generated thousands of distinct designs across dozens of countries, with Paris alone accounting for a disproportionate share of issued themes.
