The zero euro souvenir note program launched in France in 2015, with Oberthur Fiduciaire producing the first wave of titles under license from the European Central Bank, which had formally authorized the series. The ECB's permission was conditional on the notes bearing no monetary value and carrying clear souvenir designation — hence the "0 Euro" face value, which paradoxically makes them legal to produce but impossible to spend.
Pic du Midi de Bigorre was among the earliest tourist sites selected. The observatory at 2,877 meters has operated continuously since 1882 and contributed foundational atmospheric and solar research before its role shifted increasingly toward public outreach.
